JP Ward coordinates Board meetings, prepares and distributes meeting agendas and information and prepares and files all meeting notices as required by law. Our Manager's attend Board meetings and records minutes to make sure they are distributed efficiently. In addition, JP Ward will act as your landowner election guide to insure all legal requirements are met for the election of member's of the Board of Supervisor's.
The Manager will attend all Board of Supervisor's meetings.

JP Ward will identify any significant policies for the Board of Supervisor's on a periodic basis, analyze the impact of any policies including the impact on the District.
JP Ward are experts in Florida Law related to Community Development District's and are recognized throughout the State and in many of the Circuit Courts throughout the State as an expert in the management and financial affairs of Community Development District. This expertise is invaluable to District's in the daily affairs of managing a District and at Board meetings when questions arise over the numerous complex issues surrounding a governmental agency.
We record and transcribe all meetings of the Board of Supervisor's. The recording is accomplished with a digital recorder to preserve the record in perputity and a transcription is made to provide an essential link in maintaining a highly accurate public record.
JP Ward handles the legal requirements in Florida Law for the proper advertising of all meeting of the Board of Supervisor's, preparation of the legal advertisements for Public Hearings and coordination with the newspaper in the County for publication of the Notices.
Periodically the District will receive public records requests and we will coordinate the efficient and timely delivery of public records in a professional manner.
Our firm will maintain in concert with the District Engineer and District Attorney the public records of the District.
The Annual Budget preparation is the single most important document that the District prepares each year, and may include general operations, debt service projections for long term debt issues and capital project requirements taking into account the general condition of the Community.Prepare a Budget that achieves maximum cost-to-benefit equity for approval.
All transactions including payables, receivables, billings, charges, adjustments, as received will be maintained with an effective fund accounting system in accordance with the Governmental Accounting Standards Board (GASB), the Uniform Accounting System chart of accounts required by the Florida Department of Financial Services and finally in accordance with Generally Accepted Accounting Principals (GAAP).
A record of all income, expenses, assets and liabilities will be maintained utilizing the modified accrual method of accounting. Financial statements are provided monthly and include Balance Sheets, Income Statements and other reports as requested.
A computerized payable system will be used to pay, as required, all financial obligations of the District. All invoices are reviewed when received, scanned into our computerized payable's system, reviewed for accuracy and processed on a weekly basis to vendors.
A computerized system is utilized to receive property tax rolls for the Property Appraiser's of the County where the District is located, assessments are uploaded to the database, certified as to accuracy and submitted to the Property Appraiser for including on the Property tax bills that the Tax Collector sends to residents in November of each year. A separate billing system for off-roll operations and debt assessments is utilized for all non-platted land that is billed directly by the District to the Developer.
Assessments are received electronically directly into the District's bank accounts, e-mail notification is set up for notification to the District and debt service funds are immediately and electronically transmitted to the Trustee for deposit to the appropriate trust account of the District. Submit a Preliminary Budget to Board of Supervisors in accordance with Chapter 190, Florida Statutes.
The audit is conducted yearly by an independent audit firm for District that meet certain financial thresholds, we prepare all of the supporting schedules for the audits, coordinate the preparation of the audit, sign the management representation letter for the auditor and the District, and prepare the State Report to the Department of Financial Services.

JPWARD will review the financial feasibility of the Special District, Absortions and Cost of Construction for public infrastructure, recommend assessment levels consistent with your development and project cash flow forecasts.
JPWARD will prepare the Petition and Statement of Regulatory Costs required by Florida Law, including drafting the Proposed Ordinance for consideration by the local governmental agency.
JPWARD will work with your Attorney for those District's that are established by the Florida Land and Water Adjucatory Commission (FL WAC) to hold the required local hearing before the Administrative Law Judge, assist in the preparation of the required report, and participate in the hearing before the Governor and Cabinet on the establishment of the District.
JPW ARD is an expert in the development of special assessment methodologies to build and fund both capital and operational requirements of both new and mature Communities.
JP Ward works closely with the primary landowner to Budget for the District, bill the Special Assessment amounts due and monitor the collections of the Assessments to insure that Bond Debt Service payments are made timely.
